A translational approach to practice requires healthcare programs and innovations that are evidence-based, have a theoretical foundation, and incorporate strategies to support fidelity. This talk introduces “Program Theory” as the theoretical foundation of designing programs/initiatives that can be tested using a scientific process in real-world environments not feasible for formal research studies. The main concept behind developing a “Theory of Change” is to delineate the central mechanism by which change happens in a particular program. This can help establish a cause-and-effect relationship between the implementation and outcomes of a program to support replication in other environments/contexts, scalability, and to inform policy. 

About the Speaker:
Dr. Skip Gill is a professor with the George Washington University, Doctor of Health Sciences program. He holds an undergraduate degree from the U.S. Military Academy at West Point, and both a Master of Physical Therapy and Doctor of Science degree from Baylor University. He also completed a Master of Strategic Studies degree from the Army War College as a Distinguished Graduate. He is a Fellow of the American Academy of Orthopaedic Manual Physical Therapists (AAOMPT).

Dr. Gill has served in numerous clinical and educational leadership roles, including the Provost (Deputy Commandant) of the U.S. Army Medical Center & School, Dean of the Graduate School, Program Director of Army-Baylor Doctor of Physical Therapy Program, and Program Director of the Army-Baylor Doctor of Science in Orthopaedic Manual Therapy. He has served on national committees as Chair of the AAOMPT Standards Committee and Program/Site Reviewer for the American Board of Physical Therapy Fellowship and Residency Education, and is currently on the Board of Trustees for the Foundation for Orthopaedic Manual Physical Therapy.

As a scholar, Dr. Gill completed a postdoctoral research fellowship at the Walter Reed Army Hospital Spine Biomechanics Lab and has published over 45 peer-reviewed journal articles.
