The current Quality Management Body of Knowledge includes the topic area Organizational Structures. The context in the body of knowledge is, "Define and describe organizational designs (i.e., matrix, flat, and parallel) and the effect that a hierarchical management structure can have on an organization.​

The Quality Management BOK is currently under review for revision. Is it still important for a quality manager to be able to apply knowledge on organizational structures? How should this area of the BOK be changed?

I do believe that the quality manager/professional should has a knowledge on organizational structures in order to apply this knowledge as an enabler to enhance quality culture throughout organization, which lead for improving quality and achieving organization’s objectives.

I agree that organizational structure is a critical factor for systems level quality management. Organizational structure reflects the mindset of executive leadership, thus the vision and culture of the organization. Just as centralized and decentralized organization makes huge differences in how employees communicate, so does a matrix, flat or hierarchical structure affect how the company communicates with its different components. Organizational structure also influences how the company functions within its greater supply chain. The interfaces between suppliers, internal functions and customers are structured differently. Expectations of roles, responsibilities, and accountability vary across these structures. It is important for the CMQ/OE to recognize these differences, as they dictate how opportunities and barriers are identified and exploited for performance excellence.

The certification staff and member volunteers involved with the new BOK development are still working out the final version of the CMQ/OE body of knowledge (Job Analysis Surveys are out now). It will be interesting to see if the team comes up with any changes in this section as the test specifications are developed.
This is a critical area. Organizations are constantly aligning and realigning, and it is important that quality understand the impact of these changes.

That said, the bloom taxonomy of this needs to move up to at least synthesis. Categorize organizational designs and compare and contrast the effects of the management structures on an organization
