Metrics are essential for managing performance, but they do more than measure results. They shape behavior.

When targets are poorly designed or heavily incentivized, people often begin optimizing the metric rather than the real objective. This can lead to unintended outcomes such as metric manipulation, short-term decisions, and trade-offs that harm long-term performance.

As quality pioneer W. Edwards Deming warned:
