§ Angela Hinton, Education Working Group Lead, HISPI AI Think Tank - Project Cerebellum, Angela M. Hinton was the first Chief Counsel to the City of Atlanta’s Department of Information Technology. Over 13 years, Ms. Hinton served the City’s CISO and the Information Security Governance Board. She tailored Information Security policies, and related compliance and education strategies for all levels of City Government. As Senior Corporate Counsel at VMware, Ms. Hinton leveraged her cybersecurity and privacy experience in a unique role supporting the U.S. Government Relations Team with analysis of twenty-two States’ legislative initiatives regarding data privacy, cybersecurity and algorithmic regulation. She also advised the Information Security Team in negotiating customer security requirements and drafted publicly facing privacy datasheets for a portfolio of cloud and SaaS offerings. Currently, Ms. Hinton is the Education Lead on Project Cerebellum, an AI Think Tank to establish best practices, standards, and frameworks for AI and related technologies.
Ms. Hinton held several positions in the American Bar Association and was the only State/Local attorney on the ABA Standing Committee on Law and National Security, where she is a member of the Sub-Committee for Cybersecurity. She is also on the AI Committee of the ABA Section of Science and Technology. She earned her J.D. from Duke University School of Law and received her B.A., with distinction, from State University of New York in Albany.

As a cybersecurity and data protection specialist, I’m committed to safeguarding sensitive records and assets with internationally accepted best practices and standards. Globally, I have assisted various organizations and governments in building robust security programs to defend against vulnerabilities, exploits and threats. I served as the first CISO for the City of Atlanta, Director of Strategy and Continuous Improvement for the Federal Reserve Bank of Atlanta’s Information Security Department, and as an Independent Consultant to the United Nations.
In order to investigate the latest exploits, continually improve security solutions and actively train a larger workforce, I founded eFortresses Inc., CloudeAssurance, Inc., the UK chapter of the Honeynet Project and the Holistic Information Security Practitioner Institute (HISPI). As a natural entrepreneur, I’m always looking for the next opportunity to effect change.
§ William J McBorrough is a 20+ year cybersecurity industry veteran and small business cyber risk advisor. I am co-founder and CEO at MCGlobalTech (https://www.mcgcyber.com), a cybersecurity consulting firm helping small business government and corporate suppliers meet cybersecurity compliance requirements, including CMMC and NIST 800-171. I am also co-founder and Chief Security Officer at Posture (https://www.postured.io), an innovative cybersecurity risk management company using artificial intelligence and cloud-based solutions to help small businesses simplify and manage cybersecurity programs. In addition, I am also a founder at Next Gen Cyber, a managed security service providing 24/7 comprehensive cybersecurity protection against the most common vectors of cyber-attacks against small businesses.
I have served on the faculty of various universities for the last 15 years, including the University of Maryland Global College, Southern New Hampshire University, EC-Council University, George Mason University, and Northern Virginia Community College, where I have conducted research and taught graduate and undergraduate courses relating to cybersecurity, cybercrime, cyberterrorism, and information security and assurance.
