Structured System Management: A New Foundation for Quality

A new body of knowledge is growing within the quality profession, called structured system management (SSM). Most broadly implemented by Government Division within its ASQ/ANSI G1 standard, SSM provides a new quality framework for the “other half” of your organization’s workflow, and at last allows quality principles to apply everywhere. The logical approach of structuring workflows used in system management provides a unique re-focusing on defining requirements in objective terms, and providing feedback systems modeled on those objective terms; “attributes” that are Verifiable, Observable, Confirmable, Documentable, and Measurable (VOCDM). SSM provides quality managers the tools to develop defined milestone events, each with specific requirements and measures, and then to fully document the workflows that create those milestones. These tools will serve managers of regulatory and program areas in many ways, but especially in demonstrating necessary operational practices, the maturity of their quality management, and measurable benefits of program operations. Presenter Bio:
Mr. Mallory is a subject matter expert in government operations, based in Sacramento, CA. He specializes in organizational performance assessment, project management, program management, and quality management. He is Past Chair Emeritus of the Government Division Leadership Council for the American Society for Quality (ASQ) and was the founding chair of its Center for Quality Standards in Government (CQSG). Mallory was the lead author in development of the ASQ/ANSI G1 standards, published by the American National Standards Institute in March, 2021. He is a Certified Lead Examiner for application of the Malcolm Baldrige National Quality Award Standards in organizations and has served six times as an Examiner and Senior Examiner for the California Quality Awards from 1995 to the present. Mallory is an ASQ senior member and holds a master’s degree in management from the University of Phoenix. He is an ASQ-certified auditor and a Project Management Professional, and a Certified Lead Examiner for application of the Malcolm Baldrige National Quality Award Standards in organizations. He has served six times as an Examiner and Senior Examiner for the California Quality Awards and once as a National Baldrige Awards Examiner. He has authored four books on quality, including Quality Standards for Highly Effective Government (Productivity Press, 2018), Lean System Management for Leaders (Productivity Press, 2018), Evaluating the Quality of Government Operations and Services (mallorymanagement.net, 2022), and Management Strategy, Creating Excellent Organizations (Trafford Publishing, 2006).
