I think it might go over better if you focus on positive improvement instead of a complaint system.

Most things I've read about Lean improvement boards states they should be very visible and be associated with the suggester's name. They can point out quality or safety issues and clearly see the suggestion being worked on by management as is passes through the stages. If it is rejected, it is very important for management to communicate why. This is part of visual management of the workplace and an employee recognition tool.
