If an identical deviation has been submitted before for a product build and you are building the product again and required another deviation, then that new one is a "repeat" deviation.
Deviations are a cost of poor quality and you should try to eliminate repeat deviations by have a full CAPA process accompnying all deviations. That said, sometimes there isn't enough money to permantly fix something so multiple repeat deviations could be acceptable.
