This presentation follows the journey of the US Geological Survey (USGS) Energy and Minerals Mission Area (EMMA) through implementation of a Quality Management System in research and production laboratories. The journey begins with identifying and evaluating risk, developing risk mitigation strategies to ensure success, completing implementation in one program, and finally ends with using Plan-Do-Check-Act (PDCA) to apply new risk mitigation strategies to the next stage of QMS implementation in a second program.
The Agency-wide QMS includes new processes, concepts and ideas in laboratories. The Energy Resources Program (ERP) was the first Mission Area to implement a QMS; by June 2018, a fully functional, externally vetted QMS was in place. Currently, QMS implementation continues in Mineral Resources Program (MRP) laboratories. Lessons learned from the Energy implementation effort are being used to mitigate risk and ensure implementation success in the MRP laboratories which may act as a model for implementing other large-scale changes in the USGS.
