Are there benchmark reports on process improvement in government?
The following question came from a Government Division member: “I am wondering if you know where I may find a Benchmark report on how process improvement has been implemented throughout government.

My response follows:
“There is now no recognized and objective means of identifying ('measuring') where quality management exists and where it does not.  Given that, most quality deployments record the number of personnel trained, or trained as quality leaders (usually designated as 'Black Belts'), and sometimes numbers of improvement projects and/or savings and improvements.  But other than that, there is no objective means to determine it.”

Do you think this was correct advice?
